Patrick Miles, P.E.

Project Manager & Engineer

With 16 years of experience, Patrick Miles serves Freese and Nichols’ Water Resources Design Group H&H lead. He specializes in hydrologic and hydraulic modeling for dams, levees, canals, spillways, and related structures for assessments, comprehensive reviews, rehabilitation design, Probable Maximum Flood analyses, breach analyses, and levee certifications. Patrick supports dam owners and regulatory agencies across the central and southeast United States to assess, maintain, and rehabilitate their critical infrastructure, as well as evaluate dam safety risks and strengthen emergency preparedness. His H&H modeling abilities include extensive HEC-RAS experience extending to all components of one-dimensional and two-dimensional flow, as well as utilizing corresponding GIS applications for model development, consequence assessment, and map production. Patrick has served as lead instructor for HEC-RAS 2D training courses through nationwide professional organizations and multiple state dam safety agencies over the past seven years. He holds a bachelor’s degree in civil engineering from Texas A&M University and is a licensed professional engineer in eight states.

Jennifer Gaines, P.E.
Freese & Nichols, Inc.
Project Manager 

Jennifer Gaines is a project manager in FNI’s Atlanta office with 11 years of experience in the evaluation and design of dams in the southeast U.S. and Texas. Jennifer has performed a wide variety of hydrologic, hydraulic, geotechnical, and structural analyses related to the design of new dams and the rehabilitation of existing structures. She has experience in hydraulic and structural design of reinforced concrete spillway structures, including standard NRCS risers, chute spillways, and stepped spillways. She has extensive experience with breach inundation modeling to evaluate potential flood impacts and establish hazard classification recommendations for dams based on state-specific dam safety criteria. Jennifer is proficient in both 1D and 2D modeling within HEC-RAS, as well as the associated GIS applications for model development and inundation mapping. She holds a bachelor’s degree in civil engineering from Georgia Tech University.

Camilo Cristancho, P.E  .

Water Resources Engineer

Camilo Cristancho has 10 years of experience, the past 6 as a member of Freese and Nichols’ Water Resources Design Group. Camilo is experienced in water resources planning, dam inspections, and rehabilitation design support, with particular emphasis on hydrologic and hydraulic modeling for dams, levees, and spillways for assessments, rehabilitation design, Probable Maximum Flood analyses, and breach analyses. He has significant experience in HEC-HMS, HEC-RAS, SITES, and WinDAM, with experience in HEC-RAS extending to all components of one-dimensional and two-dimensional flow, as well as utilizing corresponding GIS applications for model development, consequence assessment, and map production. Camilo’s background includes support to local dam owners, state, and national regulatory agencies. He holds a bachelor’s degree in civil engineering from Universidad de los Andes, Master of Science in civil engineering from Texas A&M University, and is a licensed professional engineer in eight states.
