Dams provide many benefits; yet their construction and operation have brought some unwanted social and economic impacts. The primary challenge in water resource development is siting, designing, and operating infrastructure projects providing social benefits while preventing the loss of natural ecosystem services. Designers and planners must build strong stakeholder support, engaging qualified, inter-disciplinary scientists in assessing environmental flow needs; comprehensively examine options; stimulate engineering creativity; and manage for uncertainty and response to surprises.
