On January 4, 196.5, pursuant to the request of Mr. Sanford Koretsky, Vice President of McCreary-Koretsky-Engineers, an Engineer­ing Consulting Board was convened at San Francisco to review the consequences of the major storm and flood of December 21- 24, 1964, at the construction site of partially completed Hell Hole Dam.
