A report to the President on the national program of inspection of non-federal dams (two volumes). Submitted to the Secretary of the Army by J.W. Morris, Lieutenant General, USA, Chief of Engineers. Includes letters from Bob Bergland, Secretary, USDA; Cecil D. Andrus, Secretary, US Department of Interior. Report presents results of the FY1978 opeartion of the federal program to inspect non-federal dams. "This experience has shown that the [U.S.] has a serious national problem with unsafe dams."
