States' responses to the following request:

In California, we are currently in the rule making process for permanent regulations that outline the technical requirements for inundation maps. For the States that have the authority to require inundation maps, what are the requirements for individuals preparing the maps?
1. Prepared and stamped & signed by a licensed Civil Engineer?
2. If prepared by an Agency, do the maps also need to be stamped & signed by a licensed Civil Engineer?
3. Prepared under the direction of a licensed Civil Engineer (no stamp & signature)?
4. Prepared by individuals with other certifications. If yes, which ones?
5. No specific requirements for preparation?
