State dam safety program responses to the following question: I have a dam where the consultant wants to drain the lake and replace the principal spillway pipe with a culvert in an attempt to change the definition of the dam to a culvert. I would like to survey the other states to see if they have any guidance regarding when a dam would become a roadway with culvert or how they might handle this situation.
