State dam safety program responses to the following questions:
1. How does your state handle such “multiple owner” situations so that the dam is safely operated, maintained and repaired?
2. Do you have a specific definition of a “dam owner” or who is legally responsible for the dam?
3. If your state issues an “operating permit” or other such permit/license, can you provide more info such as laws, rules, specific wording?
4. If you issue such a permit as listed in question 3, how well does it work? What are the issues? When do you deny an operating permit (minor non-compliance, major non-compliance)?
