National Flood Insurance Program Community Rating System Activity 630 (Dams) - State Dam Safety Program (SDS) Credit Questionnaire

FEMA's National Flood Insurance Program’s (NFIP) Community Rating System (CRS) annually determines state dam safety program (SDS) credit for communities that could be impacted by the failure of a high-hazard-potential dam. Credit is based on: (1) The assessment of the condition of dams in the state, (2) Risk communication and public awareness, and (3) Promotion of emergency action plans by operators of the dams. On behalf of the NFIP CRS, ASDSO distributed the following questions on states' risk communication and public awareness efforts in 2012.
1. In calendar year 2012, how many seminars, courses, or workshops related to dam safety did State sponsor for dam owners?
2. How many current manuals that address aspects of dam safety (e.g., dam design or emergency action plans) does the State have available to the public? Publishing the dam safety statute or regulations does not count.
3. Does the State have a public relations/outreach plan for coordinating with State and local emergency management officials and local decision makers of communities potentially impacted by high-hazard potential dams that have been identified to be in either poor or unsatisfactory condition based on the State dam safety inspector's assessment?
4. Is a list of dams identified as unsafe or assigned a condition assessment rating of either poor or unsatisfactory, based on the State dam safety inspector's assessment, that pose a threat to human life
and property should failure or mis-operation occur available to the public?
