Record size lock and dam project gets a soggy launch as rains swell the lower Ohio for months

Olmsted Locks and Dam cofferdam construction stalled; $1.1 billion porject slated for completion in 2006. The new dam, like the two it replaces, will consist of wickets that recline underwater during normal river conditions; for the first time in the U.S., they will be hydraulically rather than manually operated.
