State Policies on Construction of Concrete Parapet Walls on Earth Embankments

State dam safety program responses to the following questions: What is your state's policy on the construction of concrete parapet walls on the crest of earth embankment dams to increase freeboard to accommodate flood surcharge pools? In other words, water would not be stored on the walls at normal reservoir operation levels but water could be stored at or near the top of the walls during a hydrologic event. If your state allows this practice, do you have any special design and construction requirements for the walls? If you do not, why not?
