7 High Hazard Dams Risk Assessment

The objective of the Risk Assessment Study was to develop Potential Failure Modes (PFMs) for seven privately owned high hazard dams regulated by the Idaho Department of Water Resources (IDWR), and from that effort, prioritize those features most needing repair, rehabilitation, and/or replacement. The objective was also to categorically describe the Risk Reduction Measures (RRMs) that could be utilized to reduce the acceptable risk to downstream populations, and to prepare corresponding appraisal level cost estimates for each recommended RRM to describe how these seven high hazard dams can benefit most from future intervention.

The Risk Assessment Study was commissioned by the IDWR Dam Safety Program with funding assistance provided by DHS-FEMA though the High Hazard Potential Dams (HHPD) grant program. The study successfully accomplished the following:

•Understand which dams would benefit the most from future available funding opportunities.
•Prioritize which dams present the greatest risk to downstream population.
•Rank the importance of recommendations that identify risk reduction measures.
•Identify dam safety deficiency priorities and estimated remedial cost(s).
