Dam Regulation, Ownership and Emergencies
State responses to the following questions:
1) How you approach regulating dams that you also have ownership responsibilities at?
2) If you own dams, how would you respond to an emergency in terms of the physical means to take action? Do you have in-house construction equipment and know how, do you have preset contracts with qualified contractors you can call on and get in the field on a moment's notice, do you have both, do you have a different approach? How would you/do you pay for this?
3) On dams you regulate that has a pending or ongoing emergency and the owner is unable or not willing to take action, do you have the authority to take physical action? If you do, how do you take that action, using State equipment and capability, preset contracts with qualified contractors, something else? How would you/do you pay for this?
