ABSTRACT ONLY - Obtaining voluntary compliance with state dam safety laws is not always possible. Without an alternative process, dams can be left in disrepair for decades endangering downstream areas. State dam safety officials can take enforcement action using violation findings and court orders to compel dam owners to bring their dams into compliance to safeguard people downstream from dam failures.
As the 2021 Midwest Regional Award winner, the Ohio Dam Safety Enforcement team has had success with eliminating hazardous dams and compelling delinquent dam owners to repair their dams. We would like to share our story by providing a history of dam safety enforcement in Ohio along with some unique case studies.
