The U.S. Army Corps of Engineers (USACE) has been updating its design guidance for levees. The totality of these updates represents the most comprehensive modernization of levee design guidance since the first publication of USACE Engineering Manual (EM) 1110-2-1913, Design and Construction of Levees, in 1978. The evolution and modernization of levee design practices has occurred over the last 40 years with the advancement of technology, improved understanding of levee performance, and with the infrastructure industry adoption of risk to inform decision making. This article summarizes the evolution and modernization of levee design practices starting with a brief history on how these practices originated.
