Abstract/Additional Information

Since 2013, the Ohio Department of Natural Resources (ODNR) has led a Dam Safety Initiative to reduce the risk of state-owned dams. Through this initiative, ODNR has expedited over $370 million planning, design and construction efforts for 57 high hazard dams owned by the State of Ohio. As the program has matured, ODNR has leveraged different strategies to expedite delivery, including the use of Construction Manager at Risk (CMR). Recently, ODNR has grouped multiple dam safety projects under a single CMR procurement which has significantly enhanced ODNR’s delivery of these projects. Currently ODNR has three groupings of projects being delivered by CMR including 20 dams for a collective Construction Value of over $50M. Overall ODNR has utilized the CMR delivery method for 23 dams for over $220 million in current and completed dam projects.
This paper will discuss a number of key advantages to this approach, including the following:
