Sunny-Day Breach Computation

Information request Missouri: "What is the (your) definition of a "Sunny-day breach?"

Additional questions that follow from this one: Is this defined in your statues or rules? If the dam is on-channel, what do you assume for the inflow? What do you assume for the inflow if it is off-channel? What do you assume for tributary inflows below the breach? Where does the breach start (toe, midpoint, top)? Do you assume different starting conditions for hazard classification than for creation of inundation (evacuation) maps for EAPs? In other words, do you use a sunny day breach for hazard classification andan overtopping breach for inundation mapping? Or, do you use some other combination of the above for different purposes?
