Toolkit for Standard EAP Exercise Development

This toolkit guides the EAP exercise design team through all the steps needed in creating a successful, comprehensive EAP exercise. The critical steps for the exercise design are identified and discussed, and helpful suggestions are provided for critical milestones of the exercise design process.

This toolkit includes example scenarios (with historical references), messages, and report forms that may be used for a dam owner’s comprehensive EAP exercise. Suggestions for engaging external plan-holders and internal upper management are also provided.

This toolkit does not constitute a standard, specification, or regulation, and is used at the discretion of the individual dam owner.
