Use of Rapid Categorization of Assets Tool (RCAT) for Gap Analysis of Physical Security Measures for Flood Management Facilities in California

ABSTRACT ONLY - The cornerstone of maintaining security and resilience for Division of Flood Management (DFM) of California Department of Water Resources (DWR) is the collective array of physical security practices and systems that protect and secure critical assets. At this end, DWR developed the Rapid Categorization of Assets Tool (RCAT), which forms the nexus for a risk-informed decision making (RIDM) approach for managing security. The general objective of this Gap Analysis was to evaluate the physical security measures in place against DWR's RCAT minimum standards. Security assessments were conducted on 25 key DFM facilities in June 2021 with a purpose to inventory and assess the security measures in place and to gather data that was used to validate the criticality of the facility. Minimum physical security measures used to evaluate each facility were associated with the DWR RCAT score assigned to each facility. Based on the findings of the Gap Analysis, recommendations were made to develop site-specific physical security upgrade plans.
