Dr. Garcia worked on coupling 2D HEC-RAS with a surrogate ML model for his dissertation with expertise in computational hydrodynamics (PDE solvers), and data/computer science (genetic algorithms, GNNs, CNNs, transformers, etc.). His working background is on floodplain modelling, interior drainage analysis, and hazard assessment (including flood forensics), and he continues to develop automation methods for workflows at GFT.
