Matthew Marquis, P.E.

Matt is a program manager with the ODNR Division of Water Dam Safety Program with 16 years of experience in civil engineering. Matt spent 12 years working in the private sector before pursuing a career in the Dam Safety Program at ODNR. He has experience designing new dams, rehabilitating and removing existing dams, and regulatory permitting experience on new dams and repairs to existing dams. He holds a B.S. in construction engineering technology from the University of Toledo and a M.S. in civil engineering from Norwich University with a focus on geotechnical engineering. His expertise includes hydraulics and hydrology, dam design & design of appurtenant works on dams, modeling for riverine studies and restoration work, and dam breach analysis. Matt is a member of multiple ASDSO committees and co-host of the ASDSO Podcast - A Dam Conversation.

Anthony M. Nokovich, P.E.
Pennsylvania American Water Company

Tony Nokovich is the Vice President of Engineering responsible for the administration of engineering services, including but not limited to the planning, design and construction of water and wastewater capital investment projects for Pennsylvania American Water’s systems and facilities. Prior to taking on this role, he served as the Chief Dam Safety engineer for American Water which involved the management of 74 dams and reservoirs, 44 of which are classified as high hazard by virtue of size and proximity to downstream population centers. His responsibilities included review of design and construction procedures for company owned dams and their appurtenances, preparing and updating emergency action plans, and coordinating dam safety related actions with State and Federal agencies. Prior to joining AW in 2006, Tony worked for eleven years as a geotechnical engineer for Gannett Fleming Inc where he worked on numerous dam design and rehabilitation projects including RCC, masonry, concrete, and embankment dams. In addition, he acted as an extension of staff for the PADEP, under an open-end contract, performing review of dam permit applications for geotechnical construction. Mr. Nokovich received a BS degree in Civil Engineering from the Pennsylvania State University in 1995 and is a registered PE in Pennsylvania. He currently serves as a member of the Association of State Dam Safety Officials advisory, owner outreach, and peer review committees and is served a 4-year term on the board of directors.

Chad Davis, P.E.
HDR, Inc. 
Vice President 
Chad Davis is a registered professional engineer with nearly 25 years of experience focused on water resources and dam safety. Over the course of his career, he has developed rehabilitation designs for more than 50 dams in numerous states. Several of these designs have won local American Council of Engineering Companies awards, as well as ASDSO’s 2019 Dam Rehabilitation of the Year. Chad has presented over 25 papers on dam safety and water resources related topics in national and regional conferences. Chad obtained his bachelor's and master’s engineering degrees at the Pennsylvania State University. Chad is a vice president at HDR and serves as the area manager responsible for HDR’s operations in Pennsylvania, Ohio, West Virginia, and Delaware.
