David M. Schaaf is a Senior Structural Engineer with the U.S. Army Corps of Engineers Risk Management Center (RMC) in Louisville, KY. He has over 34 years of civil works experience including over 25 in the area of risk analysis and evaluation. He is leading the development of a national levee historic data incident and breach database that is utilized for a variety of risk metrics as part of the USACE Levee Safety Program. He was one of the primary developers of the USACE Levee Screening Tool and development of risk assessment metrics for USACE navigation projects. He was co-author of the re-write of EM 2902. Prior to working for the RMC, Mr. Schaaf served as a structural engineer with the USACE Louisville District for over 15 years serving as lead project engineer for a variety of projects including the Ohio River Mainstem System Study, Great Lakes and St. Lawrence Seaway Study, John T. Myers Locks Extension Project, Markland Lock Major Rehabilitation, and others.  He has facilitated numerous risk assessments, expert panel elicitations, and other related risk-based evaluations for both USACE and TVA. He has authored/co-authored numerous technical papers in the area of engineering risk and reliability. He graduated from the University of Louisville with both a Bachelor of Science and Master of Civil Engineering.  He is a registered professional engineer in the state of Kentucky.
