Black Eagle Dam Structural Improvement
Black Eagle Dam is a hydroelectric project owned by Montana Power Company. It is located on the Missouri River at Great Falls, Montana, and is under the jurisdiction of the Federal Energy Regulatory Commission (FERC). The project is required to meet the safety standards established under Part 12 of the FERC Regulations, which includes detailed inspections by an independent consultant at five year intervals. The consultant that conducted the 1990 Part 12 Inspection, concluded that the wastegate section and forebay section of the dam did not meet FERC safety criteria under Probable Maximum Flood (PMF) loading. In 1992 the Montana Power Company retained Thomas, Dean & Hoskins, Inc. to design remedial measures which would bring the two affected sections of the dam into compliance with the FERC criteria for stability. Analysis and design were performed in late 1992 and early 1993. Construction of remedial measures was completed in 1993. 8 pp.
