Keystone Dam is located in northwest EI Paso, Texas, and is part of the EI Paso Flood Control Projects. The EI Paso project is a comprehensive flood control plan formulated, designed and constructed by the U.S. Army Corps of Engineers, Albuquerque District. This overall plan divides the city into three major watersheds: the Northwest, Central and Southeast areas. 12 pp.
