This manual identifies procedures to be implemented by The State of Utah, Department of Natural Resources, Division of Water Rights - State Engineer's Office, Dam Safety Section professional engineers in the event of an emergency condition at a dam where lives, property or the environment could be at risk in the downstream valley.
