Abstract Only - Horse Thief Reservoir, soon to be built in arid southwest Kansas, is the latest and most ambitious project of the Pawnee Watershed District. First mentioned in the District's initial General Plan in 1971, construction is expected to begin in early 2007, more than 35 years later. The presentation will deal with the many obstacles that had to be overcome, including hydrologic questions, land acquisition, and funding issues. Special emphasis will be given to the efforts of the Watershed District in building partnerships with local citizens, as well as with state and federal agencies and lawmakers.
