The purpose of this paper is to explain the need for effective monitoring and instrumentation in dam operations, maintenance and safety; and to explain the basic elements of an effective monitoring and instrumentation program. This paper does not attempt to discuss the details of instrument selection) installation or operation; these are well covered in the many available references on the subject of instrumentation.
