With the increased interest in the safety of dams has come increased surveillance, related compliance responsibilities and enforcement of those obligations. While most dam owners are aware of the importance of compliance, many are at a loss as to how to go about ensuring that all aspects of compliance are being adequately addressed. Dual jurisdiction between the Federal Energy Regulatory Commission (F. E.R.C.) and a state dam safety agency may add to the confusion by their sometimes overlapping or conflicting obligations.
