Yes, HEC-ResSim Can Do That
HEC-ResSim is the Reservoir System Simulation software developed by the U.S. Army Corps of Engineers, Institute for Water Resources, Hydrologic Engineering Center. It is used to model reservoir operations at one or more reservoirs for a variety of operational goals and constraints. These goals and constraints usually consist of built-in rule types provided in the HEC-ResSim interface. However, some rules are too complex for these built-in rule types and require specialized scripting. This paper will address the modeling of six different operational constraints that have been modeled by WEST Consultants in models of actual river systems and proof of concept models. The goals and constraints required either the built-in rule types or scripting to achieve the modeling objectives. The following operational considerations are addressed:
1) Required releases for holidays and for ecological functions
2) Flashboard spillway operation
3) Upstream control functions
4) Storage accounting
5) Release decisions based on daily averages from an hourly time step
6) Release decisions based on conditions at a specific time step
