Incident Description |
Owners had filled in primary spillway due to leakage at some point historically so that auxiliary spillway is only avenue for flow. Then owners constructed a road across auxiliary spillway with undersized culvert pipes. Permits/approval from the State were not obtained for any of this work. During Hurricane Irma, the road bed washed out causing a sudden, uncontrolled release. |
